a) There's a difference between being able to technically carry out
certain actions and to have the power to authorise said actions. I think
you should focus on the latter and perhaps in time let that form a basis
for the former (if, say, the motu-release charter were to say that
motu-release were to have sole power to authorise uploads during deep
freeze, the archive admins could do their thing until such time when
Launchpad might extend this ability to motu-release).

b) I don't see the motu-release charter as an attempt to describe what
motu-release *are* able/empowered to do, but what you'd like to propose
that they *should* be able/empowered to do. This might turn out to be
the same, but don't feel limited by the status quo if you find anything
that you'd like to change.

Certainly. That is why we've asked you to come up with the charter so
that we can all discuss it and eventually bless it.

I would still like for the current motu-release team to come up with a
proposal for their own charter, so that we can use that as a starting
point for a discussion.
