core-dev application for Stefan Potyra (sistpoty)

Stefan has been a long time Ubuntu developer who has consistently shown that
he's up to the task of maintaining software in Universe and Main. I
personally think we need more generalists like him to make sure that all of
Main is well looked after. There's not much more to say but that he's been
an invaluable asset to the community and if he's willing to work on Main he
should be allowed to, IMO.
