Stefan has been a long time Ubuntu developer who has consistently shown that he's up to the task of maintaining software in Universe and Main. I personally think we need more generalists like him to make sure that all of Main is well looked after. There's not much more to say but that he's been an invaluable asset to the community and if he's willing to work on Main he should be allowed to, IMO.

Yes, I sort of guessed that part :)
Traditionally, core-dev privileges have not been handed out only based
on technical merits. The applicant must present a specific purpose and
intent for achieving core-dev privileges. Recent additions to the
core-dev team like Bryce, Till, Jamie, and Tim have needed core-dev
privileges to maintain X, maintain the entire printing domain, provide
security fixes for supported packages, and to upload kernels,
respectively. I forget who it was, but I distinctly remember someone
applying for core-dev at some point and was rejected on these grounds.

I'm not personally taking a stand on the subject. I'm just pointing out
what the procedure is, and trying to save you the trouble of turning up
at a TB meeting only to be rejected because you didn't provide a good
reason like this.
