Core Developer Application for Richard Johnson (nixternal)

OK, I have attempted to contact Brandon, Daniel, and Tonio, however they seem to 
be busy. I talked to Brandon last week and he said he would comment, and then I 
attempted to contact him via email and IM but had no answer. Daniel responded 
on IRC, however stated that due to his lack of involvement in Ubuntu now that 
his voice would matter. I think opposite actually as Daniel was a huge help in 
my Ubuntu growth over the past few years and has been a tremendous help in the 
community. Tonio is currently dealing with personal life at this time and won't 
be around much until everything gets situated.

So with that said, I can either re-apply and remove these from my list of 
sponsors, or the original application can move forward for voting.
