MC 'Call' Minutes, Feb 6th

Apologies for not sending the minutes out earlier. I had another call
right afterwards and the Berlin Packaging Jam (report will follow) after
 that.

Agenda Items:
 - Microphone problems again, IRC session instead.
 - Open Membership Approvals: Matvey Kozhev, Julian Andres Klode.
 - Getting the new MC up and running: The most time of the meeting was
spent trying to figure out a sensible time for us to meet, now that the
MC members are spread all over the globe.
 - Emmet Hikory raised the question of how best to judge ubuntu-core-dev
applications. https://wiki.ubuntu.com/UbuntuDevelopers was deemed to be
a bit vague on the topic. Comments of sponsors and a very good track
record of touching mission critical components were pointed out as
important. The MC's role in the process was clarified to be soliciting
of comments from sponsors and to speak out a recommendation based on
them and the application. A primary interest in main/restricted packages
alone was deemed to be insufficient.
