MOTU re-application for Matvey Kozhev (Sikon)

Since his last application, I've seen Matvey pick up the intensity of
his work. In addition to his usual contribution, he has been doing a lot
of commenting on REVU and answering more packaging questions in
#ubuntu-motu than before.

I believe he posesses the skillset and experience of a MOTU :)
