ubuntu-core-dev process

Hello everybody,

I just talked to Matt. He told me that it got harder to approve
ubuntu-core-dev people, as in the most cases the members of the TB
usually did not work together with the applicants and did not know the
applicants closely. 

The following proposal might fix the process for future ubuntu-core-dev
applicants:

      * the MC collects testimonials of the applicants work
      * the MC passes this on with a recommendation to the TB.

We want to discuss this in the next TB meeting, so I want to put it up
for discussion before.
