MOTU Application

I am very pleased with the progress that Mathias made in the past few
months. He helped to fix bugs in a lot of server related packages and
does a good job with maintaining AppArmor. I trust him to ask
questions when encountering something new.

I would welcome to see him become a MOTU now.
