Dropping raring support

Although, we are working toward Mir being buildable from source on any 
distro. This is a docs activity but also a little bit of hacking.

Once that's more practical, and the need for PPAs gone, then it will 
follow naturally that anyone can do Mir development on any distro 
(including raring).
