[Maas-devel] WIP branch for probing for DHCP

Took a bit longer than expected because I went down a rabbit hole with
Gavin's GetSecrets RPC suggestion (which still exists as WIP branch, for
the sake of keeping my options open on a day when there was no Word From
God about not doing).

Please to be reviewing. Rough edges, yes — matter of fact the tests don't
pass ATM — but eyeballs doubleplusgood.
