Hang on. Do you actually know what these words mean?

Either you can do a clean install, which is not an upgrade. The word
"clean" means "no trace of a previous system".

Or, you can do an upgrade, which is by definition not "clean".

Which did you want? Which did you mean in your message?

Er, yes it does. But you can't do an upgrade from USB image. To
upgrade, you use the running system and run the update manager.

The "alternate ISO" which had an upgrade script was dropped after 12.10:

You seem to be suffering severe confusion. You should resolve that first.

On what basis did you think this? It does both. All versions do. Only
the server/netinstall images do not support live operation.
