Then set it as default input method.

You should check to make sure that there's no mention of ibus in `update-alternatives --get-selections`. It seems that the way it keeps track of input methods is by locale, so make sure that xinput-fr_CA and xinput-en_CA (I think I got that right?) point to your input manager.
