I wasn't sure so I looked up "lubuntu blueman-appt" and was directed to blueman-applet which appears to be Bluetooth Manager. Since my experience is mainly Windows I usually think gui. Preferences - Bluetooth Manager describes itself as Blueman Device Manager so I think we are talking about the same thing.
I did another test using a 14.04 "live CD" on a usb stick and found that Blueman starts up slightly differently in 14.04. Basically it won't start unless bluetooth hardware is present and enabled.
