keyboard configuration problem

In 14.04-ppc i encounter an unexpected problem to configure the keyboard 
properly to use the 3rd level keys (like, in my case, german keyboard 
and italian os setup). When i do

    dpkg-reconfigure keyboard-configuration

after i, apparently, sat up correctly all (keyboard=apple laptop, 3rd 
level choose = left alt) after finishing i get in the terminal this msg:

    update-rc.d: warning: start and stop actions are no longer 
supported; falling ). back to defaults

And, obviously, for the keyboard did not change anything (in the past, 
it did).

I'm out of ideas here. Thanks in advance for any pointer.
