Are you using nm-applet for your network connections in the panel? If
not, this has been the cause of numerous problems.

Does suspend work when using Unity?
I very often have serious issues when running 2 distinct DEs. I am
currently using Unity and LXQt (as well as others) on one machine.
Since they both use different power management tools
there are issues with suspending in one or the other if I use both.
Testing one in 'guest' mode, or as another user, can circumvent this
problem.
This seems the most likely issue.
