Announcement: new(-ish) Team Leader for Comms

I'm proud to announce that Kristopher Maguire [1] has returned to the
Comms team [2] as Team Leader. He held this role previously and we're
elated to have him back. If you have any ideas, comments, or
suggestions for the "marketing" arm of Lubuntu, please point them in
his direction.
