Actually, with Windows, it's even worse (not that it matters that much).

To have your software installed using Install-Shield, where it has 
(perhaps) a chance of becoming certified by Microsoft, you not only have 
to read a very thick, confusing book, but you probably also need to 
attend a 1 to 2 month class to understand that book, or to be certified 
in using it.
