Question about migration GTK2 -> GTK3

Hello,

First at all I apologize for my ignorance in this topic, but I have heard a
lot about migrating programs to GTK3+, and its about a year ago when people
was wondering if Ubuntu would have a complete migration. In the particular
case of Lubuntu, what is the situation? Is there going to be GTK2 libraries
installed in the default Lubuntu package? I saw that this was one of the
reasons for dropping Osmo from the default install, so I don't know if that
means that all remaining default programs have been already ported to GTK3
