No further development "effort" is required, we already have both:

Workaround: sudo apt-get purge apt-xapian-index

Fix: apt-xapian-index is not included by default in Lubuntu 12.04.  I
don't think it is included by default in Lubuntu 11.10 either.

Are these not sufficient for your needs?

It's much simpler to just uninstall it, if you don't want it, IMO.
