Welcome to Lubuntu!

1. Lubuntu is available in many, many languages, Polish and Norwegian included. You select the right translation for you in the installer. Some applications may not have been translated yet, so it may not be perfect, but it should be near enough. You can always help out with translations!

2. Yes, you can use multiple keyboard layouts. (I think, not totally sure about this one)

3. Not in the default printer dialog, but there is drivers for 12xx and 10xx printers, how similiar are they? I suggest trying Lubuntu and seeing if they come up to your standards.

4. Yes, you can download it from http://www.skype.com/intl/en-us/get-skype/on-your-computer/linux/ - you want "Ubuntu" then your architecture. 

Have fun with Lubuntu! I suggest trying 11.10 from a USB stick to see if it's for you.
