This does not sound to me like an issue with qjackctl, or with Lubuntu
as a whole. It may be an issue with the package database on this
particular machine, or the set of repositories it is configured to use.
If it is convenient for you to "just" reinstall, then it's fine for you
to go ahead and do that. If you prefer to work with the Lubuntu
community towards a solution, then we can probably do that, too :)
To get started, I'd suggest you post the output of
apt-cache policy qjackctl
and also the output of
egrep -v "^#|^$" /etc/apt/sources.list /etc/apt/sources.list.d/*list
in case you have some unwanted additional repositories being used that
are related to the issue you are seeing.
