Interesting interpretation but not fully true.
Phill pointed out that the ML is not a bug /tracker/, the devs reads the 
lists - no doubt there. But if you want to be able to see the progress of 
a bug report you can not post it to the ML and then hang around. If the 
current developers are not interested in your feature it is even more 
true.
By adding things to the tracker it stays visible and more prominently 
displayed.

(and I belive people should post to the tracker before they start a new 
thread about something, then it is easy to cross reference and add things 
from the thread for everyone involved in the discussion)
