how to change size of scrollbars and window buttons

Hi,
I'm trying to run lubuntu chroot on android devices.  So far it works
pretty well, except for two related issues:   It's difficult to control the
scrollbars and the close/maximize/minimize buttons on the upper right hand
corner of windows.   I could (and did) switch to a larger system fonts, but
that's not nearly enough given that it's a 7 inch device (not the mythical
google tablet :-)

Question:  Is it possible to make the scrollbars wider, and the titlebar of
windows thicker?
