Usage of mailinglists with two addresses

I'm doing so intentionally. When we did away with the original mailing list I subscribed only to the qa list because I'm mostly an iso/upgrade tester.

But when I needed an answer regarding this:

I discovered that there really aren't many members of Lubuntu qa, so I subscribed to the users list.

I think we decided a long time ago that there was no need for a dev mailing list so "users" is kind of a catch-all, but I also feel I should send to qa in order to be in compliance with Ubuntu's rules.

today there was a lot of traffic in the mailinglists. Because the messages were send to lubuntu-users at lists.ubuntu.com and lubuntu-qa at lists.launchpad.net

Is there a reason why messages are send to both lists? If so, what is the difference between the two groups? or was it just a mistake?
