"Who" decides? Well obviously Mr. President Obama always has the final
say, but for those times he doesn't care to discuss the matter --- the
mailing list decides.

Unlike running for the White House, votes can't be bought and
propaganda is futile on the internet. So if you want to convince
somebody, bring facts to the table (in form of test results) and
people on the mailing list can make a proper decision.

What is the desired function really? To have several clipboard
buffers? If so, it doesn't sound like a necessary application as
normal user have no experience with these kind of things in
Ubuntu/Windows. An advanced user can install it him-/herself.
