Nope. It's more a recommendation. And if a distro wants to be
"Canonical-friendly", as in resource helped, just what happened right
now (being an official flavour) that distro must show an homogeneous
style through its development during the release cycle. I mean, you
can't make a distro look as green as OpenSuse today and the next version
going black as CrunchBang.
That's why Xubuntu is getting more "gray" and why Ubuntu is getting a
big change from that brown to a more personal style (and being not
mac-ish purposely). The users also wait for "something of the same but
better". But this doesn't mean we can make subtile variations into a
path or another. The original artwork for LXDE was absolutely black and
vivid green on wallpaper, more like Windows Vista first releases :|
But no, Canonical doesn't explicitely order us to be blue. That
restriction means continuity and logic (the colour war for complaining
every personal taste has no sense, that will conclude on making a
thousand themes and even not getting the point). This style is more our
fingerprint, and so it's getting approved by users (in fact it can be
voted out and being rejected) I think we're consolidating a long term
corporative style.
