Can one add 'custom' programs to the Application Launch Bar?

This link doesn't work here. Perhaps it is a temporary server error?

1. You can always create a file, or shortcut on the desktop.
2. Also, you can use lxmed to create Main menu entries:
http://lxmed.sourceforge.net
And then, add them to Application Launch Bar.
