Fritz,
Call me crazy but I created an instagram account just to test this. However, with my setup, Lubuntu 20.04 with Chromium snap package (Version 80.0.3987.100 (Official Build) snap (64-bit)), I can login to instagram (with the developer tool workaround) and when I click on '+', I can see all my 'normal' home directory and able to select photo for upload. I didn't upload because I was not sure about the copyright but the point is 'open file' dialog works for me.

To me, your issue is not Chromium snap package issue (irrespective of one's personal opinion about snap).
