I know. I tried to do like popey did a long time ago and tried to get
you to organize your posts a little bit more and never got anywhere so I
just gave up, slowed down, and tried to reorganize them in my own mind.

Like I said, your Downloads folder is still a Downloads folder, it's
just not the right Downloads folder. It's the one in the Snap sandbox. I
believe it should be in ~/snap somewhere. I'm not an expert. Lubuntu
fought snaps really hard and I don't generally recommend them because
just by having snapd running, you've got a lot of extra overhead.
Anyways, once you find the right folder, you can put your stuff there
and it will show up in the dialog.

Perhaps you're using the wrong user agent. You might also try using
Responsive Design Mode under Tools > Web Developer. Pick one of the
phone options from the drop down at the left. There you go.
