This isn't true in Kubuntu's case. The laptop running on Kubuntu is a Lenovo Z40 with i7-4510U & 16GB RAM. The one running on Lubuntu 18.10 is a Thinkpad T42, which has 32-bit CPU.

Is that true with Kubuntu as well? That may be irrelevant if what you
sent i true and the CPU is 32 bit only as they don't have i386 images
anymore. But they do have Bionic i386 images. You could grab one of
those and see if that works and if it does, upgrade the whole system to
Cosmic and then try again.
What about with different themes?
What kernel is this?
