[lubuntu-devel] lubuntu user guide

A few cycles back, it was proposed that lubuntu indeed have a manual, hence
the wiki team became wiki-docs team. Despite setting up the infrastructure
we never had enough people volunteer (i.e. more than 2) to assist and it
remains dormant.
