[lubuntu-devel] meta package

Hi,

following from "it's broken and has been for a week" It caused a bit of an
alert up. Lubuntu does have a system for installing the meta-package which
is used by the alternate installer.

As there are some some issues with tasksel which I have been involved with,
I did a complete re-check. It was some what a hindrance that I could not be
fully explained as to what the error was caused by and could not replicate.

Following our own wiki system for minimal[1] using xenial where required, I
can happily state that the system is working as expected.
