Simon,

as per what cyphermox said raise new bugs for each instance.

bug#1 upgrade fails, reporting broken packages.
bug#2 synaptic 'fix broken packeges' cannot fix bug #1

The two may seem to be related, but it is bug#1 the fact you still cannot
do 14.04.4 --> 16,04 that is the more pressing urgency.
