[loco-contacts] Our teams reject the new LoCo Council policy

Hello,

I'm part of the Basque localization team, and even though we aren't 
planning to become a LoCo team yet, we are very concerned about the new 
policy.

I understand that allowing any city/region/... to become an official 
LoCo team can be unaffordable for Ubuntu, but I think you should ask the 
community about solutions and discuss them before taking a decision 
that, you all see it, isn't good for all the teams.

For example, if we ever create a LoCo team, it would be in all the 
Basque Country (what sometimes it is called the Greater Basque Country 
http://en.wikipedia.org/wiki/Basque_Country_%28greater_region%29). This 
takes all the territories in which our language is spoken, and is 
divided in two states (Spain and France). So it would be impossible to 
convert the Basque LoCo into a sub-LoCo. Apart from that, it would be 
very offensive for us to be placed under the LoCo of Spain or France 
(there are cultural and political reasons, of course, and I think that 
we should try to avoid this issues by taking decisions that won't hurt 
any sensibilities). The Ubuntu community is all about voluntary work, 
and this can only be done if everybody feels comfortable in it.

I know it is hard to take these decisions, but I'm sure that if we 
discus it between all of us we are able to find a better solution.
