[loco-contacts] Our teams reject the new LoCo Council policy

Hi,

I understand the organizative problems in LoCo Council, and I think you're
looking for the better solution about this problem.
But at this point, it's clear the smallest comunities are in disagreement
with this new organization.

This smallest comunities are very important to keep on the
Ubuntu philosophy with minority languages into a global comunity.

I'd like to read that LoCo Council guarantee no problem with
galician/asturian/basque
teams if we requets for an
exception.
