No, you are not. If your team has no intention of becoming verified,
you can continue doing the work you're doing.
There are no major changes to the previous policy where non-country
teams outside of the US weren't even considered for verification. This
policy encourages non-country teams who want verification to either:
1. Join the larger country-based team and work with them toward
verification, with a representative from your region having a say in
the broader team.
2. Apply for an exception with the LoCo Council.
Previously your only choice was #1, and this was poorly communicated
in our community.
