[loco-contacts] Our teams reject the new LoCo Council policy

There is no forcing, this is just an attempt to organize teams into an
optimal, manageable size. It's a guiding principle that will work for
most, but not all, communities. For those that it doesn't work for,
there's a mechanism to get around it.
