Launchpad team subscription policy change

Hi!

I have noted just the same - our main team is restricted, working
groups (subteams) are moderated and *-users subteam was open.

I can understand the reason of the change - membership is transparent
from subteams to main one but I'm as an administrator made a decision
to arrange such a subteams structure with particular membership rules.

Currently i'm going to move *-users team out of the loco team to make
it open again...
