loco-django project

The German locoteam is currently evaluating django (god that sounds
enterprisey) for the next portal software.  Maybe we could meet on
#ubuntu-locoteams for a quick chat.

The parts of the software that exist already are yet to be translated
(internationalized and localized) if it should be used outside of the
German team too but the sourcecode documentation is in English.

Though I'm not sure if all locoteams have the same requirements in a
software and there should probably be a pool of components that
locoteams could hook into their own django projects.
