While I was at the Ohio LinuxFest this past weekend, Bradley Kuhn was
talking about an organization he works with called the Software
Freedom Conservancy that does the sort of thing you're talking about.

The way I understand your argument, you're suggesting the creation of
an Ubuntu Community Conservancy. An international not-for-profit that
can offload and distribute the sorts of administrative and financial
overhead required for Ubuntu community teams (including LoCos, etc.)
to handle and administer money, so that each Ubuntu team can focus on
the work we got together to do without the burden of painful but
necessary administrative minutia.

Does that sounds right, Yann?

On first blush I don't think it's such a bad idea, or that it
conflicts/overlaps in any way with the Ubuntu Foundation.

It sounds to me like it would be a pretty massive undertaking, though.
