Yes, we can make this happen. Maybe not a week, but something close to
it.   Here's what I suggest:

- when we start taking Breezy orders, which will be sometime around
preview time, LoCo teams should place an order and then write to
shipit at ubuntu.com and identify the order as a LoCo team one

- we'll then prioritise things so that LoCo team orders get sent out first.

In order to make this work, please

- don't place the order now; we aren't ready to accept Breezy orders
yet. There will be some sort of announcement when we are.

- only one order per LoCo team for these priority CDs please. If
everyone starts ordering CDs claiming to be a  LoCo team it will simply
slow things down.

- please don't request huge numbers through this special process. Again,
doing so will slow things down and drive costs up. You can always place
another order for more later.
