Launchpad update: Personal Package Archive down-time moved to 27th March

Earlier today I announced 30 minutes of down-time for Personal Package Archives.

This down-time will now happen on March the 27th:

Going offline: 16.00 UTC 27th March
Expected back: 16.30 UTC 27th March

We had originally planned the down-time for the same times on the 26th of March.
