Cannot enable WIFI & Bluethooth at fresh install of Kubuntu 24.04 LTS. «Hard blocks» or something else?.

Did you try

rfkill unblock 0

to unblock bluetooth? I remember you tried it some time ago when it was still hard blocked.

Or you could start systemsettings -> "Bluetooth" -> "Enable"
and then either "Add New Device…" or "Configure…".
