Mint 19.02 Dial up procedures with Kppp

I doubt that a list like this will help you deal with hardware issues - if
kppp does not find a modem and you are not sure where it is/if it is connected,
perhaps you need to find someone tech-savvy in the vicinity to help you out...
Just in case it is a software/configuration issue: you could also try the
default connection to network method in Mint (I suspect there should be some
applet of Network Manager in the system tray). Kppp, after all, is no longer
maintained, so you might have more luck with other tools.
But first of all, have you got the connection parameters that you need to set
in kppp or another program from your network provider? Is it a mobile
broadband, or plain old dialup (such went extinct in Lithuania about 15 years
ago) that we are talking about?
