It is certainly not OT, but maybe nobody here has an answer. Your 
problem isn't KDE specific, therefore you may have better luck on the 
ubuntu-users list due to a wider audience. Another option would be the 
linux-media list mentioned at <https://www.linuxtv.org/lists.php>.
