Cannot disable kwallet

I had already set up kwallet to "satisfaction" and yet on every logon 
the kwallet migration assistant keeps bugging me.

I decided to turn kwallet off, but I cannot do so. I can turn it off in 
kwalletmanager5, but then every single application that uses it, or 
wants to use it, will cause prompts for creating a new wallet (chrome, 
opera, etc.) so I cannot effectively turn the subsystem off even though 
kwalletmanager5 would have said that it is turned off.
