16.04 live dvd: locale

In the live DVD I changed my locale somewhere in KDE.

the new setting resulted in LC_ALL=nl_NL.UTF-8

It is not installed however:

kubuntu at kubuntu:~$ locale -a

and resulted in utf8 filenames no longer being displayed correctly.

Notice that "UTF-8" in general would probably have been wrong, it would 
have needed to be "utf8" ?

I believe I only changed the locale for the time format (right click the 
clock, set time format) and this did change the entire language of the 
entire environment (almost).

But I got constant locale errors in the shell (e.g. from perl) and 
indeed it was a wrong setting.
