It will depend on what graphic system you're using. If you're running
KDE, you should be able to highlight the URL, do a CTRL-C, then right
click an open
area of your desktop, select "Create new" name it --"Weather"--then snap
on "Link to Location" and it will place an icon on your desktop. At
least that's
the way it works on PCLOS and Mint, and Mint is a direct descendent of
Ubuntu. I don't know how you turn an icon into a widget, or if it's
possible, but I
think they can coexist.
