questions re kubuntu 15.10 on "high"-resolution laptop.

thanks to your tip, I found network interfaces by entering it into the search 
window.
why is that not part of the systems setting?

Furthermore, I had to edit /etc/network/interfaces to to be able to edit the the 
network settings.
Is there a way to run this "network interfaces" with root privileges?
