Most KDE configurations and data have moved to the standard ~/.local and ~/.config though some kde4 applications still use ~/.kde. Note that other things use these folders, so nuking them wipes out non-kde things too.
That being said, to add a panel you should simply just have to right-click on the desktop to find the option for that. You may have to unlock widgets first, from the same menu.
